Custom Dictionary is not available

Microsoft recommend the following
  1. Open Outlook and select File and choose Options.
  2. Select Mail in the left pane of the window.
  3. Choose Spelling and Auto correct button.
  4. Select Proofing and Custom Dictionaries.
  5. Set CUSTOM.DC as the default.
  6. Make sure that Dictionary Language and System Default Language are the same and are set to your preferred language.
